I caught bits and pieces of an interesting conversation among fans on Twitter over the weekend. It was about Love Live! Sunshine!! specifically, but also use of anime in local revitalization in general. The conversation grew out of several observations that Sunshine, both in the show content and high degree of organization in local promotion, at times appears formulaic. Combining the popular franchise with a seaside town that, while not a household name, isn’t difficult to travel to from Tokyo, and making sure to slip in local commercial zones and tourist attractions, as well as local trade associations frequently citing the success of Ōarai, Ibaraki Prefecture in public statements, would suggest this series was contrived with the intent to achieve maximum pop culture tourism boost.

There was a range of opinions on what to make of this. At one end, some fans preferred to be as far away from the “business” of seichijunrei as possible. This would mean series where there was little to no involvement from local promotional organizations, or at least not with the explicit intent to drive tourism. Locations for these works would have been selected as purely creative choices by authors and animators. There was a wide middle ground of opinion that the use of anime as a promotional vehicle is inevitable, and acknowledged that it has already been going on for some time. In this environment, some feel that the manner of execution has the largest impact on their interest level. Subtle approaches that have minimal presence on the ground are looked on favorably, while heavy-handed promotion tends to be a turnoff. These are personal preferences, there is no right answer here, but it’s interesting to hear how different fans perceive these trends.

I think the chase after Yoshiko, through the town center, passing major commercial districts and tourism sites, may have been the spark that started the conversation on anime as tourism driver. You can see from route maps created by fans that it was a bit of a stretch to include all of these locations, a distance of about four kilometers, in the few minute sequence near the end of the episode:

Numazu Harbor Floodgate “Byūo” (大型展望水門「びゅうお」) is a giant emergency floodgate, one of the largest in Japan, intended to protect the port in the event of a tsunami. The view of Mount Fuji from its observation deck has made it a tourist attraction.

The stranger turns out to be a friend of Inuzuka, charged with Tsumugi’s care, so all ends well. What’s interesting about this scene is that it counters the general perception of city inhabitants, particularly in Tokyo, as being cool and unconcerned with others. Perhaps social fabric in neighborhoods anchored by shōtengai or other commons, where you are more likely to encounter acquaintances on a regular basis or notice unusual activity, is just a little bit stronger.

Inuzuka typically rushes around to keep up with Tsumugi’s kinetic pace. (We have two small humans in our home, I know how that works.) So this moment has a particular poignancy, as the two stop in front of their local butcher, drawn in by the sizzle and aroma of frying croquettes. For a few beats, both are silent as they anticipate their order, taking in the scene as the sun sets in the shōtengai. I think I enjoy anime the most when, at the opposite end of spectacle, it is able to celebrate the beauty of these everyday moments.
